K1 Visa Question--Income

So by reading so far here, the consulate in Laos, does not permit co-sponsor for K1 Visa? Is that so?

How do you determine household member? For instance, I'm divorce and my x wife and I have 4 kids. We're shared custody of our four kids, half of the year they stay with her and half of the year they stay with me. On tax return, she claims two and I claimed two. Should I count 5 as household member or 3?

Per my research on line, the 2015 income level to meet is:

Sponsoring

Persons in family/household Poverty guideline 1 $11,770 2 $15,930 3 $20,090 4 $24,250 5 $28,410

Adjustment of Status

Persons in family/household Poverty guideline 1 $14,713 2 $19,913 3 $25,113 4 $30,313 5 $35,513

I'm on a $33000 year salary, last year (2014) I was unemployed part of the year so my total earning was $16000, the year before (2013) I make over $42K. Should this be a problem if I turn in all 3 years tax return? Even if it's 5 member in house the household? What about asset, can I use this as well? I own a piece of property in California, valued at $25K all paid for. My current home is all paid for as well (mortgage/rent free) appraised at $75K.

Last but not least, how much money do I need to have in my bank account?
