When can he start working?

Hello, my husband entered the US last week with an IR-1 visa. We haven't paid the Green Card fee yet, in fact we just got a notice about paying it in the mail today. He got his social security card in the mail and we were expecting it to say something like he his not eligible for work since we haven't paid the green card fee yet, not to talk of him getting it yet. So does this mean he CAN work? Or only when he gets the green card? What can he do with having just the social security card now? Can he get a bank account yet? A drivers license? etc? Or does he have to wait to get these things when he gets the GC? This is a little confusing for us...thanks for any light you can shed on it.

yes he can work, that's what the i551 stamp in his passport is for, it's valid for 1 year and it serves in place of the GC until he actually gets the physical green card

with the stamp and the social security number he can work, and with the stamp in his passport he can live, work and even travel

but it is best that he pays for the card as soon as he can
