Case is under administrative processing of security checks at USCIS for more than 20150 days

Timeline

My fiancee applied for i-29 petition in April 2014, I was interviewed in Dec14. My case was put on hold under section 221-G and was returned to USCIS. Reason stated was insufficient evidence to prove my intention to marry my fiancee in 90 days after my arrival.

USCIS got my case back in March 2015 and informed us that they will reply us in 180 days. In September 2015, after completion of 180 days we chased them and got reply that my case is under security check and they didn't ensured how long it may take.

We read somewhere that after a case was returned to USCIS by embassy will expire in 4 months. Here we checked with the USCIS and they says that our case is still ongoing under security check and is not expired.

We have approached to a congressman and he's trying to get the answer but they also gave him same reply. We are in a situation where we don't know what is it going on and we even don't have an option to reapply as it is still showing under process. We can't even supply for other visa until this petition will resolved. We can't marry in my country as she has to be here for minimum 30 days before a registered marriage and she has a job where she can have maximum 20 days leave.

This is what i wished to convey you and do let me know if you have any suggestions on our case.

Sorry it is 250 days, i can wait but i should be certain that i will hear something fruitful after Such long and painful wait. Just want to ensure that these people in USCIS does not make fool of people and try to stretch the process intentionally. I heard that it may take 3 yrs to them to clear the process. If there is no way to short process, some kind of additional fees or some waiver. Can a congressman or senator helps in speeding up a process. I have clean record and i have provided PCC which was obtain by long procedures and checks by local police.
