I live in the US i am a US citizen can i file a DCF in Jamaica? Or am i not eligible?

Jamaica does not have a US consulate, the DR consulate would oversee this Embassy. You wouldn't be eligible.

I think you would have to be a resident of the DR for 6 months in order to do any DCF.

According to the embassy info it states yes to residents only.

This used to be the case but per the closing of the USCIS field office in Jamaica, direct consular filing is not available at the US Embassy in Kingston. See here: http://kingston.usembassy.gov/uscis3.html

That information will need to be updated

The original poster would have to go through DR and as you said would have to demonstrate residency in Jamaica.
