Police Certificate from Venezuela

Okay so I'm hitting a pretty big road block. My fiancee and I need to get a police certificate from Venezuela. My fiancee is a venezuelan national but is currently living in Europe. So he can't just go to Caracas to get it himself. We've tried http://www.mpprij.gob.ve/and registered and requested the "Comprobante de solicitud de certificacion internacional de antecedentes penales" but what do we do now? How do we actually get the police certificate? It says to go pick it up in Caracas... but the whole point of doing it online is for it to be accessible for those outside of the country?

Hi im from venezuela too... the only thing that i think your fiancee can do is ask to someone here to pick up it and then send it to europe, im not sure but i think that a family member can make it.. i have to pick up mine in 10 days, i will see if i can ask someone what you can do..

That would be amazing!!! His aunt tried to go the other day to ask but they said she couldn't. So I have no idea ?
