GSS Registration K1 need to pay for attached k2 visa 4 year old dependant to follow within 1 year?

Hello. I have been searching for some time now and cannot find out my answer. I have petitioned and been approved for our K1 visa application. We are currently ready to send in the Packet 3 information. I have created an account for my Fiance on the GSS website: www.ustraveldocs.com/th.

My question is do I need to pay for both her and her 4 year old son or due to his age is he included in the registration for her. He currently doesn't have a passport. Does he need a passport at this time. We plan to have him follow us in about 8 months. So I guess it is two questions. Do I add him as a dependant in the registration process as it asks for one. If so does he need a passport to come to U.S.

I am thinking I need to add him on this form and pay for both of their fees. Though he doesn't have a Thai passport yet. Is there a way to pay for him without a entering the passport information or maybe pay later once his passport is issued.

I found the answer for my original question. It seems I can go forward with registration for her and register him later once he gets his passport. I can have her pay for her fees and get a receipt. Once that is done we are ready for sending packet 3.
