So if I understand this correctly, you had two interviews (unusual), then after 9 months, in October, they told you to renew your medical, but never replied to them and you haven't done it yet and now they sent you a letter saying the petition is expiring? The I-130 is valid, but if you do not keep in touch with the embassy, they will assume you are no longer interested in persuing a visa.

is what i found

Section 203(g) of the Immigration and Nationality Act requires that your registration be canceled and any petition approved on your behalf canceled, if you do not apply for your immigrant visa within one year of being advised to do so.

You were advised of this requirement over 1 year ago, but we have not received a response from you since then. As a result, your application for a visa has been canceled and any petition approved on your behalf has also been canceled.

Your application may be reinstated and any petition revalidated if, within one year, you can establish that your failure to pursue your immigrant visa application was due to circumstances beyond your control. Please provide a written statement to the Embassy or Consulate outlining the circumstances beyond your control and noting that you still wish to pursue this visa petition.

Does it say closed, expired, or expiring soon?

You’re getting two different messages: one says “EXPIRED SOON” and the other is saying “your petition and visa have been cancelled”. Since your last contact with them was 15 January 2015, I’m going to say you still have a chance, but you need to act NOW.

1. Have your petitioner call the NVC TOMORROW to establish contact with them.

2. Write an email to the NVC and the consulate/embassy with the subject “PETITION EXPIRING SOON” and tell them you are renewing your passport and getting a new medical exam and will be sending them as soon as you complete them. Do this part RIGHT NOW.

3. Get your passport renewed and get a new medical exam IMMEDIATELY.

I still suggest you email them, have the petitioner call the NVC to get more details and information, and you still have to get an updated medical and give them the renewed medical and passport. I'm not sure that picking up a passport is considered official contact, since you didn't call, send an email, or submit any paperwork. The best thing you can do is email the embassy/consulate NOW to tell them you'll be giving them your passport and medical soon, and then go get your medical done immediately. If you already have your passport renewed, give that back to the embassy and tell them they will have your medical results soon.

I thought you had to enter the US before the date on the visa stamp? So if OP had an approved interview in January, he would have max six months to enter the US (probably a bit less due to when the medical was)?

It sounds like she wasn't fully approved/ a visa was not issued in January. Likely the Op forgot to bring a document, and was asked to bring that later, or was in AP until October.

A person must be very proactive in their visa case. I've read so many posts from people saying they sat around waiting, doing nothing to actively keep their case moving along. A person should keep a close eye on their case,.. make calls, send emails, stay right up to date on what's going on....when something is asked for from the applicant and/or petitioner, it must be done immediately. Those who snooze will usually lose.
