Table 1& 2 in visa bulletin on USCIS site

What does table no.1 and table no.2 in visa bulletin mean ? If date in table 1 is the PD cut off then what does the date in table no.2 mean

Dates on table 2 suggest that NVC process ( ie making payments, filling DS260 and submission of documents) can be started if the priority date is prior to the date indicated in the table but visa cannot be issued until priority date becomes current which is indicated in table 1.
