So I am about to go crazy on the NVC. The man I talked to (who gave me my checklist over the phone) seemed very helpful. However, I asked if "Without receiving any checklist via mail or otherwise, can I go ahead and send in the missing forms?" He stated, "Yes, and any piece of mail requesting evidence you get you can ignore." Well I received the checklist via E-mail just a moment ago and it says to attach a cover sheet, failure to do so will delay my visa.... Is this a hige problem? A cover letter was never mentioned over the phone? I am so stressed out so forgive me. ):

I am by no means an expert, but when I got a checklist by email last night I called NVC this morning. The checklist pdf attachment included a cover sheet, and I wanted to make sure that, if I was emailing the documents, I did not need to include the cover sheet. I asked the person specifically whether I needed to email the cover sheet or whether I could just email the document (in my case, a long-form of my husband's birth certificate). She said that I did not need to include the cover sheet, and that this is only for sending the documents by snail mail. If I understand your question, it's the same issue, so I hope this is helpful. Such a stressful process, I am so there with you, Tayjus93!!

I didn't even hesitate after those words, I printed out the forms, had our joint sponsor sign and they were off to UPS without a second thought. /: I am hoping that any delay this might cause is minute and won't keep us at NVC forever.

If you are sending via email no coversheet is needed. If you are sending via postal mail, the coversheet is needed. (It's so they can scan the barcode tie it to your case).

I believe that whichever method you chose, you have to stick with. If you mailed your IV/AOS package, then you have to remain with mailing for anything additional they want. If you started with EP, then you would email in the checklist response. Once you choose a mailing method, it can't be changed.

I also understood that we had to stick with electronic processing if we did that too. That's weird that they want you to suddenly mail stuff, I think? But I've gotten misinformation from the NVC in the past, too. I'm sorry!! I hope this is ok - does anyone who knows more than I do think it would help to email the forms in addition, after you've already mailed them without the cover sheet? Thoughts?!

Did you put any reference to your case in the document sheet you send like a cover letter or anything so that they can put that to correct case when they receive. If not i would suggest please print the checklist as it contain the bar-code that they scan when they receive your document to put it in correct file.... I know this is tense and really annoying experience dealing with these guys but you really need to just bug the hell out on them otherwise your case will be just be there.... also never ever send them any document until they ask for because anything extra and the clock is reset and before sending anything make sure and triple check stuff otherwise they will just keep you putting back in queue...

Man i hope you get a case complete very soon.... That was the reason i never used any joint sponsor because it just more paperwork and these people are really incompetent at there best giving checklist to people for nothing.... sometimes even for that an answer was left blank instead of putting n/a.... so that is why i used I-864EZ and my salary income that is it... more paperwork and more chances of a checklist.... that is what i have learned from this forum and my NVC experience....

If you originally sent in your IV and AOS package via Email (EP), then yes, you would need to respond to the checklist via email as well. It actually tells you on the checklist cover sheet the following:

Do Not use this cover sheet if you are submitting forms and/or supporting documents by e-mail (Electronic Processing).

Instead, type your NVC case number in the subject line of the e-mail message. Follow the directions on http://nvc.state.gov/ to correctly scan and submit forms and documents.

​And then on the 3rd page which says the reason for checklist:

For electronic processing, all forms and documents that we request and require from you should be scanned and e-mailed to NVC as Adobe Portable Document Format (PDF) files. The documents should be sent as attachments with your e-mail response and not in a web file. NVC is unable to process documents submitted in web files. Forms and documents should not be mailed through the postal service. The applicant must present all original forms and documents to the Consular officer at the visa interview. Failure to present the required originals at the visa interview will result in a denial or delay in obtaining a visa for the sponsored applicant. Any questions regarding your petition should continue to be directed to NVCElectronic@state.gov.

I am really baffled by your case.... something must be off... I cannot believe because by next week NVC will start looking at people application who have a scan date for last week of Nov 23rd to Dec 11th people scan date as per what i have been following at NVC... you are with a scan date of Nov 2, are you sure you have not send anything after that to NVC via email or by post because if you did it restart the clock again to 30 days.... Also please try to speak to supervisor i can see something is really stuck in your case.

Yes, I am completely baffled by my case too.

My mistake is that I mailed beneficiary's original police certificate that NVC received with 2nd scan date of Nov 12.

They told me that those two packages one with Nov 2 and Nov 12 scan dates are at two different places and no one gave a damn of putting those two packages together on the reviewer desk. I can't believe it's been like that since Dec 16. :(((

I have been calling NVC since Dec 15 and have urged anyone I could speak to get it moving.

I finally am able to talk to a supervisor named Silvia this afternoon and she told me the same thing again. She and the latest reps that heard my story in the past couple of days suggested that I should send expedite request and I did that yesterday. Hopefully US Embassy Singapore could pick up their slack. It is probably one of the least busy embassy as they hardly process IR1/CR1 cases.

Honestly, I think you're better off to send another I864A with the coversheet. You could also call on Monday to confirm if you should resend.

The reason why I believe you should resend w/ coversheet:

- There are thousands of cases being processed by the NVC. Without the coversheet it will probably be challenging/time consuming to match it up with the right case... Which will delay your visa.

- The cover sheet specifically says you must use it when submitting physical documents to the NVC, and failure to include it will result in a delay to your visa application.

Since it is just the I864A, you can fill out a new one of those and send it in, and it'll be received around a day after when you sent the other I864A, but because this one has the cover sheet, it will be to be tied to your file correctly, and without the NVC having to waste more time trying to find which file it belongs to.

While in theory they should be able to match it up just fine without the coversheet, I imagine it will take time for them and delay your case further which you don't want.

I am suggesting that you send another i864a with proper checklist just to be on safe side as this will have same scan date as other document which you send and since the previous one does not have checklist cover sheet they will have no idea where to put it so go ahead and send another one.... I will not take any chances.

Yeah, the problem is that two packages I sent ( whole aos/iv package on Nov 2 and just a piece of document of orig. police cert on Nov 12) are in two different departments until now and no one gave a damn to put those two on the reviewer desk. I was told that the reviewer won't start reviewing until both packages are on his/her desk. This is total BS and I could not complain more. Believe me I have been calling NVC everyday since Dec 16 without failing a single day. I finally spoke to a supervisor named Silvia today and she told me the same. All the reps I talked to lately whom heard my bemoaning complaints suggested to me email them expedite request and I did that yesterday. Hopefully US Embassy in Singapore is more merciful than NVC people.

Congratulations. ..

it is recommended to send both packages together. Once you pay AOS fee, use same Barcode for each package and mail them.

Label each clearly AOS and IV.

Do not wait for IV bill and payment clear, do not waste time just mail them.

09-08-2015 Express mailed my I-130 package to Chicago Lock-box.

09-11-2015 Received NOA1 via email with a PD of 09-09-2015

09-19-2015 Received I-797C via snail mail. (NOA1)

10-21-2015 My wife came to visit me on a B1/B2. No problems at POE Miami :P

11-04-2015 Received NOA2 via email. (56 days after NOA1)

11-08-2015 My wife ends visit and returns to Colombia to wait for interview :(

11-09-2015 Received I-797 via snail mail. (NOA2)

STAGE 2: NVC

11-16-2015 NVC received our case,(12 days after NOA2).

12-07-2015 Emailed inquiry to NVC to inform them my email. http://travel.state.gov/content/visas/en/contact.html

12-08-2015 NVC assigned case and invoice ID number,(34 days after NOA2) Case was assigned after 13:00 PM. I called at 12:30 then at 19:00 PM

12-08-2015 Completed Choice of Agent DS-261

12-09-2015 Received 2 emails with Welcome Letters for my wife and I, they were sent by ASKnvc@state.gov

12-09-2015 AOS bill became available and I paid it. (IN PROCESS)

12-12-2015 Mailed AOS and IV packages.

12-14-2015 Received via email IV bill from ASKnvc@state.gov and paid the IV fee.

12-14-2015 AOS fee updated to PAID

12-15-2015 USPS tracking shows AOS/IV packages were delivered to NVC. Waiting for a SCAN date.

12-16-2015 IV fee updated to PAID and completed DS-260

12-19-2015 Scan Date (45 days after NOA2). I called on 01-13-16 and I was told my scan date is 12-15-15????

01-26-2016 Case complete. (83 days after NOA2)

01-29-2016 Called NVC, I was informed my CO Interview will be on 03-01-2016 at 08:00.

02-02-2016 Received Interview Letter (P4) via email.

02-09-2016 Package picked-up by DHL at 15:29 Waybill 5992952011. CEAC status "IN TRANSIT"

STAGE 3: US Embassy Bogota

02-11-2016 US Embassy Bogota received my package at 10:39.

02-12-2016 CEAC Visa Status changed from "IN TRANSIT" to "READY"

02-24-2016 Lab exams at the clinic and Bio-metrics at the CAS center.

02-25-2016 Medical Exams.

03-01-2016 Interview Date (175 days after I mailed I-130) VISA APPROVED. CEAC status changed to AP

03-02-2016 Paid Immigrant Visa Fee via ELIS account. CEAC status changed to ISSUED

03-03-2016 US Embassy Bogota sends Passport and Visa package via DHL Waybill 2900131780 to Cali.

03-04-2016 My wife picked up at DHL sealed approved IV package and her passport with a stamped I-551 IV Category CR1.
