Why are you so sure it would fail? What if those folks took it and started investing? Or putting it into black businesses? Or fixing up neighborhoods? Or fixing the school systems in those kind of neighborhoods?

The difference is cultural, because during the time of segregation blacks were relegated to a sub culture of America, and not necessarily by choice. The Civil Rights act didn't change that overnight; in fact, throughout The South there were many governors and local authorities who followed George Wallace's call of segregation for ever. I'm sure this is all part of white American culture.

But we already are paying billions in Govt a assistance that goes hugely disproportionately to those groups. We already AA, minority set asides for govt contracts and the list goes on.

AA clearly only benefits blacks. Who's the number one user of AA?

really. white people are on welfare too. black people also pay taxes. i'm just trying to find my footing here..cause it sounds to me like some folks are under the impression that if a person is black - they can't handle money and are also on welfare while white people definitely know how to budget and also pay all the taxes.
