The US citizen is hiring moving company to move household goods back to the US from Canada. The moving company asks for form 3299 & Supplemental Declaration for Unaccompanied Personal and household effects.

On the "Supplemental Declaration for Unaccompanied Personal and household effects" it asks for:

Reason for moving

employer

position with company

length of employment

nature of business

name & telephone of who can verify the above.

I am not sure, but do you know if this is asking about the USC's previous employment in Canada? or the future job offer in the US?

Why does the USC need to explain reason of moving? Would "moving back home to be closer to relatives" be sufficient?

and if no previous employment.

It doesn't really make sense why a USC would need to fill this out, as it makes more sense for immigrants to fill it out, anyway movers asked for it. Any guidance would be appreciated.
