although i trust every one here but i'll hire attorney because they know well how to deal with law bugs may be i get a chance

You have zero chances. The US Embassy has already given you the relevant information. Have your mother file a new petition. You are wasting time and money looking into getting CSPA protection when you clearly don't qualify.

they have no clue about anything

the i824 is to transfer a case or the i130 to the NVC, it has nothing to do with your case

there Is no case open for you, you don't qualify for cspa

your mom has to file a new i130, which will eventually be sent to the NVC after approval

you seem to not accept that there is nothing that they can do about the former petition, you aged out, move on and have your mom file a new petition for you and stop wasting time

the longer you prologue this, the longer it will take you to get here
