Clarification on visa fee payment - DR

Hello.

My fiancé and I are starting to finalize all the forms and such for the post NVC stage, and I have a few questions I'll be posting, including this one.

For the visa fee, when and where does it get paid? I've seen where after completing the DS-160 that you pay the fee at Banco Popular. I have also seen here on VJ in the Dominican Republic Wiki and in other places that you pay the $265 at the embassy on the day of the interview. Another search showed paying part of the fee ahead, and the rest at the interview.

Could somebody who has been through this recently in the DR confirm when/where/how the payment is made?
