I sent my AOS to the Chicago address. The check was cashed in January. I have the check in hand with the USCIS number on it.

It reads MSC followed by ten digits in the upper left corner very clearly.

USCIS has not sent me a notice of receipt. Furthermore they don't have any information on my file with the MSC number they issued.

I have called many times and over the last 10 days, they keep saying their computers are down.

What is the appropriate step to take? Who do I speak with and what exactly should I say?

Thanks everybody, you are the best.

I have read that the MSC number on the back of the check may or may not be the correct MSC number for your case.

I would try to do an Infopass using that MSC number, explain the situation and see what they say. 40 days is too long to not have received an NOA1.
