What country does have a preclearance. I'm gonna take anything to get me back to US as long as legal. Thank you

According to 9 FAM 202.2-5(D)(a)(1)(a/b) (Note: 9 FAM has been completely reorganized and renumbered in the last few days; this numbering refers to the new one. It was previously located in 9 FAM 42.22 N4.3-4.4 (page 11-12 of this PDF)), the US consulate can issue you a Transportation Letter if they can verify with USCIS that you filed I-751 and that you are still a conditional permanent resident (i.e. your I-751 is still pending).

I filled the wrong form and the embassy didn't approve my returning visa because they couldn't confirm my status. It's anyway I can do.
