he and his wife were living in morocco for over 2 years after visa was denied

she has returned to the US for treatment for cancer and the doctors have sent him a letter to come to her as she is dying

he has a decent job and owns a house in Morocco with no intention now to stay in US as his wife will be gone

what can he do to get to her before she passes away

senators cannot issue visas and cannot force a CO to do so either....just because some senator asks a favor does not suspend INA 214b....remember, their CR1 was denied also, making his tourist visa case even more iffy. If the OP cannot convince a CO that he will depart the US when it's time, a letter from a senator does not change that simple fact. I don't understand why so many people believe that if some member of Congress or the Senate writes a letter to the embassy, the COs will drop what they are doing and start issuing visas....it just doesn't happen like that...Congress is in the Legislative branch of our dysfunctional government; the State Dept is in the Executive branch - and no one from one branch of government can order someone in a different branch to do anything. Even the president of the US of A cannot, by law, order a CO to issue a visa. Yet so many people believe otherwise. All some representative can do is ask....not tell. And a case is not made better by the receipt of some letter (mostly boilerplate) from some legislator....

The only reason why I mentioned a senator or congressman, is he keeps getting denied and appears to not understand why. Even after his wife lived with him for 2 years.... So, the congressman or senator may, at the very least, get a reason this individual could understand better.

Something has triggered their suspicions that the relationship is not what it appears to be on paper. In high fraud consulates they are not surprised to see a person marry and spend years with someone to get what they need. So many marriages from these places end shortly after the green card arrives, ROC has been approved of the naturalization certificate is in the mail. Whatever has caused this opinion on the part of the consulate the OP has to figure out how to convince them otherwise.

The letter was from the Discharge Planner and said that at the time of writing they did not have a discharge date.

Certainly my experience has been that somebody who is terminal is not kept in Hospital.

I am sure he knows the reason why the past visas were refused and do not see what a Congressional aide can add.

Yes, I know but I thought I offer a suggestion that he can choose to follow if he wishes or he can choose to not pursue that option.

I wonder if she was too ill to respond to a NOID/NOIR they must have had received before after the petition was returned.

We don't know the reason he was refused the visa and knowing the reason may or may not lead to further advice that could be

helpful to him.

way too many unanswered questions, issues with their (apparent) denied CR1, etc....his B2 case has not been made better just because his alleged spouse is sick...the COs are generally not interested why someone wants to GO to the US; they are very interested in what will motivate or guarantee that the applicant will LEAVE the US when it's time....if the CO is not convinced of the latter, a denial will follow. Granting a visa based on sympathy is one of the worst things a CO could so....

The CO must have decided that this marriage is not a bona fide relationship and this could be due to different reasons. The most logical reason that comes to my mind is the age difference or the scams that other beneficiaries performed before.

I'm not saying that this is the case, but let's face it, the COs have seen it all in multiple countries. Being from a MENA country (Middle East and North Africa) only makes things complicated.
