Compliance letter - car doesn't fully adhere to US standards?

Hi everyone

I got a compliance letter from GM for my car. The emissions part is fine; the safety part says the following:

(ii) Safety Standards (DOT) Our records confirm that this vehicle conformed to all applicable Canada Motor Vehicle Safety Standards (CMVSS) in effect at the time of manufacture. Our records confirm that this vehicle does not conform to the applicable U.S. Federal Motor Vehicle Safety Standards (FMVSS) in effect at the time of manufacture. Please note that this vehicle does not comply with all FMVSS.

The letter doesn't indicate what specific US standards my car doesn't adhere to. Is this sufficient for importing?

No. Only cars meeting US standards at the time of manufacturing are allowed to be imported into the US. If we allowed cars that don't meet US standards at the time of manufacturing to be imported, then that defeats the purpose of having standards.

Car does not meet US standards when new - you can not import or sell in the US because the car does not meet or exceed US standards. After a few years, it still can not be imported. Otherwise, we would end up with a bunch of old cars that never met US standards.
