Also when I filled out my I-129F I put Ottawa as my preferred consulate because I didn't know they only processed in Montreal it says the consulate is up to their discretion so does that mean the NVC will change it when I get my packets ?!

The NVC SHOULD change it, but you can always call the NVC once you know they have their case for good measure.

Others have put Ottawa as theirs before and it's been changed. Never hurts to contact them, just be vigilant and don't give up, sometimes it can take a while to get through to them.

Nah you don't go to the NVC, you just need to keep calling. It'll almost ALWAYS say that, so don't call back later, you just have to redial over and over. Normally for me, it took about 30-50 redials over and over around 11am-12pm CST to get a hold of someone. Sometimes I'd just give up after about 10-15 minutes of redialing.

They will most likely change it on their own, Ottawa doesn't do K1's and they're very aware of that. I just pulled up my original I-129F petition and I put the place he would be applying for the visa at would be Toronto. They obviously fixed that as everything went through Montreal.

I wouldn't be too worried, when you call the NVC to get the case number, just ask about that as well.

Just to note, the US embassy is in Ottawa and the rest are consulates. :)

It'll go to Montreal btw... don't worry. :)
