Do we need to file AR11 for new immigrant if staying at a different address than the immigration application ?

Hi,

I sponsored my mother with my California address. Due to her health, we decided she stay with my sister in New York.

My mother arrived at Newark and staying with my sister. There was no formal interview at all at the POE.

Do we need to file AR-11 for her - even though my sister's address is her first address in USA. (All immigration paperwork has my California address as her intented place to stay).

My only concern is not to confuse the delivery of green card plastic card.
