Can we schedule interview while still "in transit"

Hello!
Fiance just submitted the DS-160 and I was wondering if anyone had tried or knows if I can open an account, pay the fee and schedule the interview even though our ceac status is still "in transit"?
Or do I have to wait until it's "ready"? If so, can I do it as soon as it's ready or should I give time for processing?

I know I probably don't have to wait much longer but we have time this weekend and I'd love to submit my request for a leave on Monday.

I should mention this is for Ciudad Juarez.

They have no packet 3, no embassy case # what will they interview you on? The embassy will let you know when to schedule in the meantime get your packet 3 ready and find sample form of the DS-160 to be ready. but for now I am not even sure you can but you should not.

I know there's no real packet 3 but I meant the letter. What do you mean what will they interview on?

Like I said, we already submitted the DS-160 and there's no packet 3 for us to submit.
