Should a K-1 Visa pay any fee before leaving for USA ?

Timeline

Today I got the passport with visa issued and ep the sealed envelop of the documents. Outside the envelop there was a single paper, writen front and back. In the second paragraph of the paper, there are two sentences that say:

"Before you leave your country, you MUST pay the fee for USCIS. Read the attached document for more information ."

What I am asking is: "Shoukd a K-1 visa holder pay any fee before leaving to USA. ?.

Beside this, I've read some posts here in visajorney, that say NO, but why do they read it?

Is that caver paper the same for all times of applicants , and this information is requaried for other visas?

Please ,I need answers from people who have past throug POE.

In the first post I meant: Why do they write ( not read) it? Is this cover paper the same for all types ( not times) of applicants

And I wana add that there is no attachment document in the package that I got. Do they mean THE ENVELOP with ATTACHED DOCUMENT?

Once you have paid the K-1 visa fee at the embassy there are no further fees to pay until you file for adjustment of status.

Immigrant visa holders need to pay the $165 immigrant visa fee; this does not apply to K-1 visas because a K-1 is not an immigrant visa.

Day 6 (1/9/18) Walk-in biometrics in Fort Worth, TX

Day 341 (12/10/18) Interview was scheduled for 1/14/19

Day 376 (1/14/19) Interview

Day 385 (1/23/19) Denied

Day 400 (2/7/19) Denial revoked; N-400 approved; oath ceremony set for 2/14/19

Day 407 (2/14/19) Oath ceremony in Dallas, TX

Standard paper put on all packages. You have nothing more to pay....
