IR2 visa "The petitioner is not related to the petitionable"

Good Day! My mom filed my petition last 2005, it goes smoothly but the day of my interview (2006), i was denied and the only reason is "The petitioner is not related to the petitionable". and we wait till then. i don't know if we're waiting for a priority date. and so, we are planning to apply for student visa, thus this will affect on my petition? or my petition will affect on applying for student visa?. and there's any thing we can do to make my petition bit more faster.

yes, it's because i was adopted. dna test is not possible.

Since you were denied at an interview in 2006, there is no case for you. Especially since the US Embassy denied because you are not related to the petitioner.

Yes i am legally adopted.i was 16 back then There is no case? It mean no petition file all? Is there any way to petition me?

Since you were adopted at age 16, then your adopts parent can not petition for you. An adoption must be finished before age 16 to qualify for a visa. You do not meet the requirements.

There is no case for you since your case was rejected for not having a qualified relationship. There is no way to petition for you through the adoption.
