Hi. My application was approved and file sent to NVC on 18th September 2015. After numerous calls, I was given a case number and invoice number. Today, I called NVC to ask when I should receive a communication from them and start off the pre-visa processing of choosing an agent and processing the DS-261, they told me for a year before I start doing that. How true is it? Do I need to wait for a year to appoint an agent, process the DS-261 and pay fees?

No. If you're working on CR1. Not long after getting a case number you can pay the AOS and then fill out DS261, then soon pay IV fee then days after you can fill out DS260.

No its a IR/1 visa (married for more than 2 years). I am shocked why it should take a year to receive a welcome letter from NVC to start the pre-visa processing. Its ridiculous.

You should call the NVC again and confirm your case category. Either the operator misread or they must have placed you into the wrong visa category.

Is your petitioner a US Citizen or Permanent Resident? I think if it's the latter, then processing at the NVC only starts when your priority date becomes current (depends on your country of chargeability). In any case, it's worth clarifying with the NVC.

This was my thought as well. If NVC said your review won't start for at least another year, it means either the petitioner is an LPR or NVC thinks the petitioner is an LPR. Or the NVC rep on the phone had absolutely no clue what he or she was talking about, which happens about 90% of the time...

So yes, if the petitioner is a USC, NVC will start working on your case immediately. Once you get your case number, you can usually do choice of agent within a couple of weeks and then pay AOS shortly after. But you can already now start gathering documents and forms.

If the petitioner is an LPR, you need to wait until your case becomes current, like kdc0224 said.
