parental advice, is this really necessary?

Hi all, it's me again. I was looking at the requirements needed for the CFO seminar and some of the "other documents" that they ask for is a parental advice, I am under 25. My question is it really necessary for me to have this when I go to the seminar? I don't live with my parents and have not seen them in 7 years now although I regularly talk to my mom over the phone and they are very aware of my plans. If so necessary then can I just have the document scanned with their signatures on it or does it have to be an original copy? Or what are our options?

Thank you so much

It is hit and miss as to whether CFO will ask for the advice/consent letter. If you are self-assured and confident during your interview you may be able to breeze by them asking for it. The weak and meek are always the ones that get targeted.

****
Required documents & "OTHER DOCUMENTS" they ask for at CFO: originals & copies of; CENOMAR (CEMAR and marriage certificate if married), certified birth certificate. Passport and copies of bio page of passport, visa page from passport, pictures together. From USC (copies of) - bio page of passport, birth certificate, divorce decree (if been married before) are the most common requests. The "other documents" clause can be ANYTHING with those nit-wits at CFO.
When you get to the 3rd floor, You'd be asked to fill up an Information Sheet. (Yes, you have to fill it up there, It's not the downloadable one on the CFO website.) Make sure you answer ALL questions/fields. Rendering this incomplete will be one of their criterias for you to be "HELD/ON HOLD" for one on one counseling.

Information Needed on the Form:

- Basic Information about you, the fiance(e)/spouse (Name, Address, Birthday, etc.; Your Birthplace is important too, specify which city/town/area/province)
- Basic Information about your petitioner (Sometimes you are going to be asked for the Birth Certificate copy)
- FULL MAIDEN NAME of fiance(e)/spouse's MOTHER
- Contact person in the Philippines, specifically immediate family as in Father, Mother, Siblings.
- Landline Number of Petitioner. (I know, I know, most of you guys don't use landlines now. That's what was running through my mind too.) If no landline is available, Landline of Petitioner's Nearest Relative or Petitioner's Neighbor.
- Petitioner's Educational Attainment, Degree/Course, Occupation
- Information on Petitioner's Divorce/Annulment/Death of previous wife or husband. You must have a copy of the Divorce Decree/Death Certificate.
- ZIPCODES. Both the petitioner and the beneficiary. Never forget to write those down.
** From the Family Code of the Philippines: it's 21-25 years old for advice and 18-21 years old for consent. (Some are posted on VJ that they were not asked for this, yet others have been asked, so be prepared) Bring the ID of the parents, plus copies, postal ID should be adequate.

Thank you Hank for taking time to reply. I know it is a miss and hit but not being ready is a risk I'd take for getting us delayed which I don't want to happen. Do you happen to know what happens when you are unable to provide a document that CFO asks, like this parental advice for instance? This is not as big as missing a document when applying for a visa right? Or is it serious? My parents just live so far, on a remote province with limited access to internet and so on, so scanning or sending it on email is not really an option and there is no attorney in our town is it is required to get notarized. Anyone please help, share your experiences with this. God bless you all

If you are missing a document - you provide the document. For you that would mean a trip to the province, finding an attorney, making copies of ID. With the consent/advice letter they want the letter notarized and a photo copy of a picture ID of the parent(s)

What happens in a one on one counseling?

Aside from the questions about you, your fiancee, etc, the counselor "reads" you, they want to see a strong, confident, self-assured person that looks them in the eyes when speaking. If they see someone that is weak, shy or meek that is when more requirements appear.

How close to 25 are you? That could sway them also.

For many CFO is a breeze, I believe these people are of the first group.

No no, taking a trip to the province is not an option either. That is the main reason why I have not seen them in a long time. Maybe I would just go for snail mail. Can I have it be notarized here at the area where I live and then mail to her, have it signed, get her ID and mail it back to me? Do you think that can work?

OK. On the notarizing topic you will need to ask an attorney near you what he will allow. I know an attorney that will notarize a document that was not signed in his presence IF on a paper with a photo copy of the ID the person signed their name three different times. You may find an attorney that will do that. (so you would need a copy copies of the ID if you can accomplish this, one for CFO)

Thank you so much for all the help I will definitely keep that in mind, one thing, if I won't get the parental advice notarized can my mom sign the advice in front of our city mayor at our local city hall instead? Is this an option too?

Interesting...I love this forum...always learning. "Alleys" may have been the wrong word...more like booths among a series of store fronts that cut between two streets...I am not sure I am explaining it right, but yes Hank_, good advice to avoid alleys!
