Interesting ROC interview statistic from USCIS

Interesting, USCIS mentions in this July 2013 response to CISOMB that they (USCIS) have determined through a study of ROC cases in the Northeastern US region (VSC and NER) selected for interview, 67% of those cases referred for interview were denied.

It seemed to be part of self-aggrandizement by USCIS on how good they were on detecting fraud in ROC cases. The USCIS comment fails to mention how many ROC cases were approved at the service center level and were never selected for field office interview.

I would have loved if they specified the "certain percentage of Level C cases" that were added to the mix. How much do you want to bet the Level Cs are close to a "shocking" 33%?

So yeah, they lump the fraud-ish cases with some that were clearly not fraud-ish and, viola, some of the cases proved to be fraudulent! :rolleyes::rolleyes::rolleyes:

Good point.

Interesting that they throw out those figures in a memo agreeing to the CIBOMB recommendations about the relatively inept way that USCIS is handling ROC cases.

I used other portions of that USCIS response to CISOMB letter in our RFE cover letter. Just wanted to make sure that everyone was working off of the same version and page number of the AFM in a consistent manner.

I don't understand your conclusion. It seems you want to mix percentages with numbers.

It seems that the point of selecting cases for interview is probably that something is suspected.

So if, for example, there is some suspicion about 100 cases, and upon review, it is determined that

67 of them were fraudulent; then this seems to say that their initial screen that selects these 100 is pretty good.

Now are you trying to say that there are probably some that weren't selected for interview that are also fraudulent?

Undoubtedly so. Just as there were some that were selected that passed muster.

Are you looking for a measure of the percentage accepted at service center level that should not have been accepted?

Wouldn't that require a complete review of all the files a second time and home visits, etc.? What would be the cost of that?

And would some still slip through a second time ?

July 24, 2017  ROC packet signed for in Vermont.

August 8, 2017  NOA received at house.  15 days since ROC signed for in VSC.

August 12, 2017 ASC appointment received. 19 days since ROC in VSC.

August 25, 2017 BIO completed. 32 days since ROC received in VSC.

August 11, 2018  18 month 'Courtesy Copy' extension letter received.  Critical number  297

October 20, 2018 18 month 'Official' extension letter received.  Critical number 297

December 4, 2018  USCIS Account shows: We approved your Form I-751, Petition to Remove Conditions on Residence, 

December 4, 2018, ordered your new card for Receipt # EAC17297003XX, and will mail to the address you gave.

491 days from NOA issued by VSC until Petition approved.

December 7, 2018 USCIS sent notice:  Card mailed.

December 12, 2018 Ten year Green Card received from Lees Summit, MO

499 days from NOA issued by VSC until Green Card received.

December 6, 2018 submitted N-400 application on-line.  Estimated Completion Time: 8 months or August 2019.

December 8, 2018 received notice on USCIS that Biometrics scheduled . . . but the actual date was not yet shown.

December 11, 2018 saw in 'Documents' section of USCIS that Bio scheduled for 24 December 2018.

December 21, 2018 saw on USCIS website that they will be closed 24 December 2018 as extra holiday.

January 9, 2019 went for re-scheduled BIO appointment.  33 days after N-400 submitted on-line.

February 19, 2019 received letter in US mail that Citizenship interview scheduled for 26 March 2019. 74 days after submission on-line.

March 26, 2019 Citizenship interview scheduled for.  109 days after N-400 submitted on-line.

March 26, 2019 Passed Citizenship interview.

April 12, 2019  Received notice that Oath Ceremony had been scheduled for 24 April 2019.  17 days after interview.

April 24, 2019  Oath Ceremony completed.  29 days after interview.     139 days after N-400 submitted on-line.

April 25, 2019  USA Passport Application submitted.

May 3, 2019     USA Passport received.    149 days after N-400 submitted on-line.

May 9, 2019     Certificate of Naturalization and Citizenship returned in mail.

Leo7777, I am not the one mixing the numbers. I believe your inquiry should best be directed to Deputy Director of USCIS. She is the author of the reply to CISOMB recommendations #56 in July 2013. Please review my second paragraph of my initial posting and response #3.

And you ask some very good and interesting questions that are again likely best directed to the Deputy Director for USCIS.

I would suggest that you consider the intent of the CISOMB recommendations on the level of performance of USCIS as it pertains to ROC petitions and appropriate adjudication.

I was just a smuck that was in the midst of going through one of the remaining "minefields" in my family's immigration journey, and came across this gem from CISOMB.
