Hi I am a new member. I recently got denied my Form 1-90 Application to Replace Permanent Resident Card which expired. They claim I missed my Biometrics appointment and consider my application abandoned. I sent in a request to reschedule my appointment and I never received the notice with my new date. I called 3 times and the people kept saying that they probably put my request on the bottom of of the pile and to keep waiting. The last lady told me to just go over and sit in the walk in line and get my fingers printed which I did, but I just recieved a notice saying that I was denied. My question is should I file the 1-290B Notice for Appeal or Motion which cost $630, when I don't have any evidence other than the phone calls if they keep record of that, or should I re-apply another 1-90? My 10 year permanent resident card expired Oct. 2013 and I didn't notice until Feb of this year. Ack! I am stressing! Any help appreciated!! Many thanks.

I am assuming re-applying would be easier since even though you didn't get mail for the new appointment, USCIS still would consider it as your fault for missing the appointment. I reccomend applying i90 online, so all USCIS correspondence (NOA, appointment notice, RFE etc) would show up first online before you get copy in the mail. You should also make appointment at local uscis office to get i551 stamp (temp gc) on passport after you send i90.
