Ok to file K1 before tourist visa?

My fiancee will be applying for a tourist visa to come visit me for a month. She is not going to mention that she is engaged to me, obviously that would be a red flag. We are going to submit for a K1, but she was saying we should wait until after she is here, she is thinking that if they know she applied for a K1 that she might be at risk of staying. But I don't think they would be able to know that, right?

She needs to show strong ties to home to get the visa. All she can do is apply. The length of stay will be determined at the POE
