GC got sent to old address

I am in a dilemma here.

I applied for an I90 in March because my GC got lost/stolen. I moved twice during this time and always did a change of address and also had my mail forwarded. I did the last one last week. I had also signed up to receive notifications from USCIS by phone or text.

Today a letter got forwarded to me stating that my case got approved. Mind you, I never got a notification about that by text or email. So I called USCIS to make sure they got my change of address from last week and that they send the card to my new address. The customer service rep told me that my card already got delivered on 31st September to my old address. It never got forwarded by usps like it was supposed to. So I called usps and they are investigating now and the lady told me that she hopes the people at my old address are nice enough to give it back...

I am a hot mess right now because I don't want to pay the fee again for another card..

Unfortunately, USPS does NOT forward USCIS mail. If the card was delivered on Sept 30th (or did you mean October 31st?) then it was send long before your latest address change. If not, they messed up and will have to reissue the card to the updated address. You will NOT have to pay a fee for their error. Is there any way you can ask the new people at your old address to return the mail to USPS? I hope they have not held on to it or thrown it away! Good luck!

It was delivered on October 31st, so it I assume it got approved at the same time when I did my change of address.

I actually received a letter today that got forwarded from my old address to the new address stating that my case got approved. But the letter with the gc in it didn't.

USPS is on this now and going to ask the new resident to return it. I just don't know what to do if they don't.

That's not ture. USPS do forward uscis mails. When I moved before I changed my address with uscis I went to the post office and forward all my mails to my new address. I never missed anything from uscis as usps always forward these mails
