I have been trying to figure this out...

Which NOA, 1 or 2, is needed for the police clearance for a Filipino citizen when leaving Singapore?

Seems like she and I are getting different info from people. So, posting here.

My fiancee got her PCC from Singapore in October 2015. She had to submited the letter from embassy or consulate saying that they require a PCC for a visa interview.

NOA1/NOA2 were not sufficient for this purpose.

What letter would she need?

All I can find really is this : www.spf.gov.sg/epc/cert_issued.htm

Everything else I find online has similar information, but nothing about the case numbers they need from NOAs.

On that link, spf.gov.sg/epc/cert_issued.htm - look at documents required.

"Photocopy of document from relevant consulate/immigration or government authority/educational institution to establish that the certificate is required by such authority. All documents are to be translated to English if written in other languages;"

The Singapore police have nothing to do with NOA1 or NOA2.

They need proof of why this PCC is needed....

If you are filing for K1 Visa, it will be given in packet 3 which the embassy includes in the letter for the list of documents requested. One of which is the Police clearance certificate. If you are concerned about the time of process for foreigner requesting for COC, you might want to email to the embassy and see what they can do about it.

Yes, you can use packet 3, there is an Embassy Letter with it but no attached requirements. Received my packet 3 last Oct 26.

The letter will refer you to the US Embassy Manila website, this is the requirement: http://photos.state.gov/libraries/manila/1178798/feb2015/K1-K2%20Applicant%20Interview%20Preparation%20Instructions%20-%20English%20_February%202015_.pdf

Print that with the letter on Packet 3, I hope that will work.

Okay, to for me to be clear, she does not need to go for her police clearance until I get a 3rd packet from USCIS? - as per one of the comments you need an embassy letter that requires the Police Clearance; NOA 2 will not be enough.. That can only be supported by Packet 3 letter that will require the beneficiary to submit the requirements that includes PCC; Yes, wait for packet 3 (to be sent by US Embassy Manila not USCIS - I assumed your fiancee is applying the Visa in Manila, correct me if i am wrong) print the embassy requirement (I provided the link).

Also, then, what is the first and second packets supposed to be?? - They only call it packet 3 (none on the docs says it is packet 3), May be due to the fact that it was the 3rd notice during the process.

Despite what others have written here, the NOA2 will suffice. The NOA1 would not be sufficient.

I would get the COC taken care as soon as possible. Better if you are still in singapore or it could take close to 1.5 to 2 months to take care of it via post.

They give her no freedom, make her work 12h a day, she does not get to rest without them eyeing her because she is not constantly cleaning. They treat her like a slave and after eight years, she has to leave. She is exhausted and is treated worse than I am as a temp IT type person. She is going to try doing it online from the Philippines, but she still needs the number, or whatever, in order to do the clearance bit.

Believe me, I know about the working conditions in Singapore, as I have worked abroad there. I worked an average of 16 hours a day there, and during busy season I worked from 9am to 5am for a month straight (19 hour days). My fiancee also worked there doing 12-16 hours a day with 1/2 day off per week. Prior to 2013, I don't even think they were allowed even 1 day off.

The moment you get your NOA2, I would request the COC via mail. Make sure you start looking into gathering the documentation they require NOW, especially how to get the bank draft, as I had problems finding a place that would do it within the Philippines. I had to request one from the US (3 business days) and mail it to my fiancee in the Philippines (5 business days).

If it weren't for the fact that she had worked in Singapore, and I have to wait for this COC, my entire process from submission of the I-129F to getting the visa issuance probably would have taken 2.5 months.
