If you are organized, detail oriented, and patient, then the process is merely a big nuisance and occasional source of heartache. If you don't have those traits, you might want to talk with an attorney. But the process, even with an attorney (or maybe even more so with an attorney) remains a big nuisance and occasional source of heartache.

Yes, first you file the I-130 and pay the fee. Then you file the I-129F, if you want to, and you pay that fee.

The I-129F asks questions about whether you meant through an internet-based matrimonial agency. (They don't call it exactly that, and not all internet dating sites qualify as the sorts of sites they are interested in. I never figured that part out thoroughly, since I was first introduced, in person, to the woman who became my wife. There was never an agency involved. If your matrimonial agency does not work through the internet, you don't get caught up in that aspect of the process.

Read the forms, read the guides, ask questions, and be prepared to pay USCIS and the Department of State money at irregular, but (hopefully) frequent intervals as you and your wife go through the process. Most forms have their associated fees.
