Help with USCIS Phone Number

Hello forum members!

I continue to call the 800-375-5283 and use the suggested VJ options to speak to a live person. No matter the option I select the system gives a message that says "our representatives work M-F 8 to 6, call back later". I'm calling from EST and they should be open. My 129F petition is outside of the 5 month CSC processing time and I've not heard anything in all that time and was hoping to speak with a Tier 2 person to ask questions recommended on VJ. Why can't get I get through?

Update:

I was able to get to a human after the USCIS opened in the Central and Mountain time zones. They couldn't explain why EST time of 8, 9, and 10 were not working.

She gave me a referral number and said that she opened a case for me requesting an inquiry on my behalf. She said the referral will be answered in 10 days. I asked her to route me to a Tier II person but she said that it's not possible. I have to just wait for a reply from the referral.

Does this sound right? I've waited over 5 months so at this point what is 10 more days.
