The "DO NOT OPEN" envelope, doesn't say do not open, Algeria

My fiance just picked up his passport and envelope. I have read numerous posts about the "do not open" envelope. Here is my concern.... The envelope my fiance received just has his name hand written on it. It isn't sealed well, they used staples on the sides, you can see where they stapled it once, then removed those staples and put in new staples. also no where does it say DO NOT OPEN. The "flap" of the envelope isn't sealed

So can I assume that there is another envelope within this one that is the coveted "DO NOT OPEN" envelope? We will not open anything. We will hand this envelope over to CBP at POE just as it is. But I would like to hear your thoughts and/or experiences.

Mine didn't say anything either, but I was told at the embassy not to open it (and it did have the summary sheet stapled to it like the previous reply said).

Did you get the passport back separately? If not, there is a chance this is simply an outer envelope, and in there is the passport and an inner envelope with the summary sheet.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
