Mumbai starts zero tolerance policy on rubbish and public urinating

MUMBAI (AFP) - Officials in India's financial capital began a "zero tolerance" campaign to clear Mumbai's mucky streets of people taking furtive roadside toilet breaks, illegal hawking and rubbish dumping.

A team of up to 300 officials will patrol 160 key arterial roads in the city with powers to order fines of up to 1,000 rupees (22.50 dollars) as part of a campaign to change attitudes in the litter-strewn city.

Thousands of tonnes of uncleared rubbish were blamed for blocking the city's aging drainage system, which was held partly responsible for the monsoon flooding last year which left more than 400 people dead.

But inadequate facilities and a growing population of almost 20 million, with most living in slums, also leave their mark with the smell of urine in the streets, footways stained red from betel nut spit and blocked gutters.

"We have selected 160 roads and these will be monitored for zero tolerance," said commissioner Johny Joseph of the city's administrative body. "We want to have a total collection of garbage -- we don't want garbage from hawkers and the people who cook on the road.

"We are looking for an attitudinal change. Initially we will continue this campaign for a week and we want to extend it."

Environmentalists accused city officials of doing too little coupled with an inefficient waste collection and disposal system. But they also criticised citizens for doing too little to look after the crowded city.

"An Indian person abroad is a different animal who doesn't spit on the pavement and follows all the rules. When he comes back to Mumbai he is the same as normal," said Debi Goenka, of the Conservation Action Trust.

"Frankly I don't think anything has been done to learn from last year's mistakes. I'm thinking of buying a boat."

Wow that would be great i knew there were fines if you spit out Paan stuff in the street or on walls..

This move was required way back but due to delay system which works in India it had taken a back seat..

It would be good to see a clean Mumbai

i saw something on one of the news cahnnels...looked terrible..saif there was allot of disease in open sewers in the poorer parts of town..

Yeah, I can remember BJP having an idea to outlaw paan chewing in 1998, which I thought was a good idea (and, as a Christian, i definitely am no fan of BJP) for only two reasons:

  • cleanliness--as that red stuff is disgusting, as is the spitting
  • health--paan chewers are known to have higher-than-average rates of both dental problems and oral cancers

I will believe it when I see it... coz all you need to do to get away from prosecution even in the case of murder, is grease some one's palm :blink:

Paul and I met on the Bazaar on the 14th January (he joined my progressive rock forum that day)

July 3rd he flew to England to meet me

We fell in love while he drove all over the place coz I cannot read maps (we were supposed to go to Ingleton - but touched Darlington 4 times, Pierce Bridge 6 times, Scotch Corner twice and Bernard Castle twice and we never did make it to Ingleton)

It has been so long and so much has happened in between...

The simple approach to enforcement would be that used by MT (as in US state of Montana) traffic police--make offender pay the fine RIGHT THERE, but give option to "appeal"

(for the "appeal" which involves greasing, ensure they must visit the police station and wait lots of hours. :lol:

There can be no offender where there is no offense.

That's what happens when you bribe the nice cop dude right then and there. No harm, no foul. You go home 100 rupees poorer and his kids gets to have chicken tonight.

What I meant was "cop gives challan and collects fine right there, but option to "appeal".

But even taking bribe on spot would be a partial deterrent--if it's set at a level of Rs. 1000 or so.

Yes.

Yes.

Ah, but it is in their interest to "inflation index" their bribes.

Plus, having to give the bribe in PUBLIC may provide another deterrent.

Jan 27 2005: approval and priority date which was Dec. 30 2004. NOA1

March 2nd 2005: Received visa processing fees and Affidavit of support fee Bill IV

March 5th 2005: Send fee bill via Registered mail.

March 7th 2005: Got message that they have received the Fee bills and in process to generate the I864 and DS 230.

Long wait of period then:

Exactly 25 working days later

April 26th 2005: Got package at lawyer office.

April 29th 2005: Got DS 230 Signed from my spouse from India.

May 1st 2005: Mailed express(Fedex) overnight the package.

May 5th 2005: Case completed.

May 11th 2005: Case sent to Indian US embassy(Mumbai)

Waiting for interview date now.

YEAH...Finally.. the date is here.

July 13th Interview(Exact two months after case completed at NVC and sent to Mumbai Embassy)))))

June 20(approx) Police Clearance.

1st July Medical!!

13th JULY Interview and APPROVED!!!

HAPPY REUNION on 18th of JULY after 7 months and 5 days of Sending out the I 130 to interview approved!!
