I am an employer in the US and I have a candidate for an open postion and it seems H1B is the best visa option. If the candidate is not currently working int the US, must this candidate wait until the H1B visa has been issued (in October) in order to enter the country to work? or can the candidate enter the country once the H1B visa application has been accepted for review in April?

If the application is accepted in April (and that's a big if, since there's a lottery), he'd have to wait until October to enter the country IIRC. I think there's a 30-day period beforehand that he can enter the country, but not earlier than that.
