Every state requires that the operator a vehicle must be licensed and insured. Each state is different but some will allow you to drive on your home country's DL. I will post what the requirements are for NC but you need to check the state that he will be living in to ascertain the requirements from that state.

Driving Legally in NC

In order to drive legally in North Carolina, you must have a valid drivers license. North Carolina will accept a “valid drivers license issued to [the driver] in his home state or country.” (G.S. §20-8.3)

North Carolina does not recognize the International Driving License although if your home country license is not written in English, it is best to have an International Driving License in addition to your home country license.

Under North Carolina law, “Any other new resident of North Carolina who has a drivers license issued by another jurisdiction must obtain a license from the Division within 60 days after becoming a resident.” (G.S. § 20 7a)

I wonder that as well. She has gone quiet. According to Eric there were less than 5% NOA1 from her date that had not been evaluated as of last week.

That is messed up. Come on CSC get with it.

With great dismay, I learned that the embassy requested a 2015 tax return from somebody today. They must be joking, as everyone knows 2015 tax returns are not due until April 15, or, as in my case, even later, because I usually have to file for extensions due to the complexity of my return.

Even if I wanted to, I would not be able to file yet, as I have not received all my 1099s and K-1 forms for taxes. As a matter of fact, even if I were an employee, W-2 forms were not due from employers until yesterday (January 31)

I agree with your logic. The tough part is the applicant able to communicate the same rational to the CO. My guess is not since they know very little about our tax system unless of course her fiancée was there with her.

That's lame! Have you tried tracking it through DHL? Gov't can be slow to update it's stuff
