So we have a scan date for AOS/IV/DS-260 Oct 7,2015. Recently we learned that we need to send an original of a "sealed" police certificate. This arrived today AM at NVC. Should we expect this to start the 30 day review time over? or is it possible they will not reset that expected time frame of 30 days?

I know the 30 days is only an estimate, but it seems to be pretty much the norm for most people.

EDIT: We did not get an RFE for this, we just learned about it through this site and a call to the nvc

We find ourselves in a similar situation as you. We received a checklist letter from the NVC asking us to submit a Japanese police certificate which has to be sealed. We thought we could take the original to the interview but the NVC wanted us to mail it to them, so we did. They told us it would take 30 days for them to review the documents again. Our first scan date for the IV package is September 14th and they sent the checklist letter on October 6th. Our second scan date for the police certificate is October 13th and so far they have not reviewed it, so they do take their time. I know it definitely sucks to have to wait another 30 days but they're definitely telling everyone the truth when they say you have to wait which basically means being placed at the beginning of the queue when submitting checklist documents.
