IM 27 YEARS AND IM QUALIFIED THROUGH CSPA MY FEES HAS BEEN PAID AND DS260 HAS BEEN SUBMITTED.WAITING FOR THE INTERVIEW AND MEDICAL LETTER, ITS NOW 35 DAYS SUBMITTED DS260 AND FEES FOR ALL FAMILY MEMBERS. IS IT POSSIBLE THEY CAN REMOVE MY NAME FROM INTERVIEW AND MEDICAL THOUGH IM OVER 21 BUT ON CSPA AND MY FEES HAS BEEN PAID.

I think OP is concerned that even though they paid all fees and submitted all docs, they can still be refused an interview because of their age.

You already qualify under CSPA, so you'll be able to attend the interview. I know people who were aged 25 and were eligible under CSPA and granted a visa at their interview, so you don't have to worry about it.

my PD is OCT 2002 and these days its FEB 2003 F4 I-130 . Is my age freezed again? as PD has now passed 3 months.

You just need to "seek to acquire" the visa within 1 year of it becoming available and since you already submitted the DS-260, you've already done that.
