Is DHS help with daycare considered government assistance?

My husband and I have a baby that we will need to put in daycare when his EAD card arrives and he's able to finally get a job. Is getting assistance from DHS to help pay for daycare in violation of the rules about my husband not being on government assistance while he's here? The assistance would be for our daughter and not him so I don't know if that applies or not. She's already on Sooner Care which is insurance for children in Oklahoma.
