Translation of document for RFE

We need to get a birth certificate for my wife's RFE. It's not in English and needs to be translated.

Can I have someone in the foreign country translate the document or does it have to be a certified translator here in the US? Do we even need a certified translator, or can it be just someone we know who has fluency in both English and the foreign language?

If it's your wife's home country, - yes, you can get translation done over there. And i would use a certified translator.

You can also do it here, in US. Not sure, but seems like the notarized translation is enough.

Make some scan copies before sending the response to RFE... Just to have it, in case "if if"

It does not have to be a certified translator, anyone who is fluent in both English and the foreign language can translate it, make sure the translator includes the following statement on the document:

Certification of Translator

I, (NAME), hereby certify that the above is an accurate translation of the original birth certificate which is written in the (FOREIGN) Language. I am competent in both the (FOREIGN LANGUAGE) and English languages to provide a complete and accurate translation of this birth certificate. I am neither a family member of the person whose birth certificate I have translated nor an attorney representing the person.

Do they have to be US based though?

No - they do not have to be US-based. Just someone competent in the English language.
