I would reapply whenever whatever caused your aplication to be refused has changed.

ok thanks for all the information received ....i hope for better next time .......
for my interview though ....the lady ask why i wanted to go to the US and i said to visit my brother and for tourism purposes ...i wonder if that was kinda vague

some other questions that she asked was

how did my brother get to the US

have you been to the US before
what he does

do i live with my parents

but how im going to show ties to my country if they just ask for a job letter and a bank statement ...explain what could be done

When you do your visa online application thats where they ask this information. Plus they have access to you social number and can see if you do in fact own things.

You need to show stronger ties to your home country ..something to show that you will return.

The fact that you have relatives here who can "shelter" you and make the decision to return not necessary is a big deal.

Note that your brother also somehow convinced a CO that he would be returning upon completion of his studies...but....where is he today? Clearly whatever reasons he gave for returning were not sufficient, and I doubt that yours would be any better.....it would be foolish to say to the CO, 'oh gosh, I have to return because my parents live here...'...didn't seem to mean much for your brother, why should that fact be more compelling for you?

You could easily abandon living with your parents, your job, etc...there is (from what you wrote) nothing compelling you to return....a bank account can be emptied 10 seconds after a getting a visa....promises that you will live up to the terms of a B2 visa will fall on deaf ears (half the applicants say that, virtually none of them are telling the truth)...I would not expect a miraculous decision change so soon.
