Albania - Birth Certificate

My wife is currently applying for a CR-1 visa. She is a UK citizen and has lived there for about 20 years, however she was born in Albania and never received a birth certificate. She visited there this past week to try and get it but only received a sheet of paper that had to be brought to Tirana to be officially stamped. However, in Tirana the people were not helpful and wouldn't give her any answers or help. Any advice on retrieving her birth certificate from Albania? Thank you.

The Dept of State info on Albanian birth certificates is here http://travel.state.gov/content/visas/en/fees/reciprocity-by-country/AL.html Click on "Birth, death, burial certificates" in the left column.

Not sure if that is what you did or if it's helpful, but it is put together to help people know how to obtain documents for their visa.
