Just want to ask...if i will get my sss number by 2nd week of december, can mY husband who is a LPR include me as his dependent and maybe claim tax refund? If not, i plan to go to US at at a later date. If yes then i will be off to US asap. Thanks.

Spouse is never dependent to each other, even he/she makes nothing.

A spouse is not a dependent, however; filing jointly as married does have tax benefits especially if you made no or very little money outside the US. Given the late time of the year, you will have to write a letter that is included with your tax return that states that you and your spouse wish to have you claimed as a LPR for tax purposes for the entire year so that your standard deduction is combined with your spouses to reduce taxable income. You will have to file a paper tax return to include this letter.
