Im wondering where the fraud comes from, i read from the past, sounded like they tried to make it twice and didnt now their apart (hence) the paper husband since hes not with her or living in a normal married situation but husband in paper name only.

I interpreted it that the marriage was entered into in good faith by both parties (perhaps, or at least the OP) but ultimately the OP left the country and now they are only married legally but have no real marriage. So it's just a marriage on paper.

Either that or she is married to a paper doll. Not sure.
