So he's a US citizen or a Pakistani citizen? If he's a USC, he should have a US passport.

You cannot travel internationally with an expired passport. He'll need to go to the Pakistan embassy and get it renewed.

He should travel with US Passport since he is a US citizen. As far as entering Pakistan, does he have NICOP? I think this can be used for getting in Pakistan. The US passport won't be enough because US Citizens need a visa to visit Pakistan. The NICOP would take the place of visa.

You can renew the Pakistani passport but it's not really necessary I think.

Yes, on expired Pakistani passport someone can enter Pakistan. You are a Pakistani citizen as well so people can return to their own country on expired passports. For example a US citizen can enter US on his/her expired passport but a foreign national must have a US visa on an unexpired passport. I once travelled to Pakistan and in US airline official asked me about the Pakistani visa I showed them my Passport and they told me it is expired and I educate them that I can travel to my own country even on expired passport. Once you are at the airport don't volunteer information to Pakistani immigration officer at the airport and if they ask then tell them yes it is expired and as a Pakistani citizen I can still come to my country even if it is expired. Be polite and nice since sometimes people at the airport are unaware of the law.
