I'm Russian and my finance is American. We are living in Shanghai, China. We are currently working on a K-1 visa, but have many complications:

1. The USCIS refuses to sent the information to our present address overseas. Instead they send the information to the address we plan to live next year. This information is obviously not going through since it is not our present address so it is lost in a mail.

2. I have been living outside of Russia for three years so far but never more than a year in one country as my visa situation doesn't allow me to do it. I am confused on how to process my police records for this period.

Your American fiancé HAS to have an address in the States. Could he use his parents address? A friend? Other family member? You say they sent it to the address you PLAN on living at next year. Does anyone reside there currently? If not, this is most likely why the mail was returned or lost in the mail. I think someone has to actually be living there, which is why I suggested family members or a friend.

You will need a police record from each place you've lived. Period. Best be applying for those certificates as soon as possible since there's no telling how long it will take to obtain each one.
