You should do the medical at least 2 weeks before your interview in case there's lab work to be completed, so the results can be ready in time.

Embassy instructions letter states to complete the medical at least 5-7 days before the interview. Maybe you'll be fine.

You do not attend PDOS at CFO you will attend the GCP seminar for the spouses and fiancees. http://www.cfo.gov.ph/index.php?option=com_content&view=article&id=2334:frequently-asked-questions-on-cfo-guidance-and-counseling-program&catid=110:frequently-asked-questions&Itemid=858

 Not the case with the Philippines.

Wednesday November 4, 2015: interview appointment at US Embassy Manila

This schedule can work if your medical goes smoothly. However, there is no wiggle room in your schedule.

So basically if her medical goes right she can pick up the medical documentation the next day and be at the Embassy interview on Wednesday? It might be better i guess to get her into manila on the Wednesday of the previous week then she could start her medical on the next day and have a few days in case of problems.

If you're approved at the interview, you won't have your passport or visa back so you won't be able to get the certificate or sticker from CFO.

I would suggest:

Nov 2 cfo seminar

Nov 3-4 medical

Nov 9 interview

Nov ? Go back to cfo for sticker

OR:

Nov 2-3 medical

Nov 9 interview

Nov ? Cfo for seminar and sticker

The difference between the two is how many trips you take to the CFO.

Yes, it would be safer to do the medical earlier. She could also complete the CFO seminar before her interview. That way, all she has to do after she gets her visa is to get a CFO sticker before she leaves the Philippines.
