So we finally have the Japan police certificate, but it says do not open, basically, Will we get an RFE from NVC for it? because if we do we can only send them a copy of the outside of the envelope.

I filed all the supporting documents without it a few weeks ago, anyone else have this situation before?

I don't know about spousal petitions, but us K-1ers need police clearances only at the Embassy level. We submit them at the interview.

Yes, you need to send police certificates to NVC.

Submit the sealed envelope to NVC, if you get a checklist for it (which you most likely will if you indicated on the DS260 that she lived in Japan for more than 1 year).

NVC will forward the sealed police certificate to the embassy for the interview.

Note: We sent the original police certificates and NVC will send them to the interview. The interview letter indicates NVC received the original and will send it in the package to the embassy.

I am in no way going to send originals to NVC unless they specifically ask for it, the China police clearance cost me about $800 in bribes because the police didnt want to do it, and the japanese one took almost 3 months to get. ill send a scan of the envelope for now, but for sure not the original unless they ask.

I'm pretty sure they won't accept just a scan of the envelope and you may receive a checklist.

But, I would recommend posting this question in the Japan sub forum, so you can see what others did with their Japanese police certificate and how they sent it to NVC.

Best of luck!

Also, there seem to be a few threads about this. Here's one: http://www.visajourney.com/forums/topic/459154-why-did-nvc-ask-to-have-the-japan-police-clearance-sent/

OP eventually had to send in the sealed police certificate to NVC.
