Chinese birth certificate for a non Chinese national

Hi everyone. My wife is Japanese but was born in Beijing, China. Both of her parents are Japanese citizens who were working abroad at the time. When she was born they submitted the "birth registration" to the Japanese embassy in Beijing. So she has a proper Japanese family register that lists that she was born in Beijing on X/X/1989 (the family quickly left Beijing after Tiananmen square).

I submitted the Japanese family register (which I guess is like the Chinese hu kou) to NVC, but now I got an email saying that the birth certificate is from the wrong issuing authority. I am really lost as to what I can possible do. My wife wasn't born into a Chinese family, so she shouldn't have a hu kou. I see from searching online that Chinese nationals can get some sort of notary thing, but how would that work for foreigners? My mother in law says she will contact a friend she knows that works at the hospital my wife was born at, but do hospitals in China keep official documentation of every birth?

Any advice at all on this would be SUPER appreciated.

I called NVC and the girl I talked to seemed like there wasn't any problem because the documents that I did submit should show that my wife's parents submitted the birth records to the Japanese embassy in Beijing. I don't know if she really knew what she was talking about though. I sent off another email trying to clearly explain the situation, so (fingers crossed) I won't need any documentation from China.

But if I did, what would I do?

Interesting question, A US Consular Record of Birth Abroad serves as a birth certificate for a US citizen in the same situation. Did you submit the Japanese equivalent or just as you said the Japanese equivalent of a Hokou. In most cases, a Chinese citizen submits a notarized White Book (Gong Zheng Chu) of their Hu Kou instead of a birth certificate which can be rare in China. Hopefully, they accept what you submitted. Do you know what most Japanese would submit, do most Japanese have a birth certificate?

A infant born recently in China would need some form of exit permit, would her parents still have that? If the friend can gan get any form of official record of the birth, I would take it ot the Gong Zhen Chu as they likley would be able to issue a notarized record of birth.

I submitted the Japanese equivalent of the hokou. From what I can tell from a quick google search, that is what most Japanese people send.

My wife did have a "paper passport" when she left the country, but her family lost so many documents and photos over the years (I have never seen a picture of my wife as a child), so there is nothing there.

My biggest fear is for them to demand something from China, but me having no idea I could do.

I am still waiting to hear back from my letter.
