Getting an Iraqi police certificate

Hey everyone,

Hoping that someone will be able to help. I'm trying to understand how my spouse can get a police certificate from within Iraq. The instructions provided on the DoS website don't seem to be accurate: DoS says that you can request the certificate at any branch of the directory of criminal information in Iraq, but the Iraqi embassy in the US told me the certificate can be requested at a police station but must then be brought to the Ministry of Interior in Baghdad for some sort of approval. I don't know if the person requesting the certificate must bring it to Baghdad herself, or if someone can do it for her. Does anyone have more information about how the procedure works?
