It does say white OR off white background: http://travel.state.gov/content/visas/en/general/photos.html

Not sure if it will be accepted.. but the dimension of the picture looks good.

I got a passport picture taken directly from a certified passport picture location and the background was sort of gray like yours is, so I woudn't think it would be an issue.

I think the important part is that your entire head is well in the picture and you are not covering any facial features and have a neutral expression. Looks like you meet all of the conditions to me!
